The below examples aim to help clarify the various Scene Change settings, how they can be applied to aid your translation, and avoid subtitles starting/ending too close to a Scene Change.
Please note, dependent on your projects' Specification and Guidelines, you may not be able to amend the Scene Change Validation preferences.

Scene Change Errors
Whilst Scene Change Validation setting is enabled, you will be displayed with a 'Scene Change' error message in the Validation module for any subtitles that are not within the valid settings.
Scene Change Autocorrection
With the below Autocorrection setting also enabled, Meta's Online Editor will prevent you from timing a subtitle around a scene change that is not within the allowed values. In this instance, it will automatically retime the subtitle to the closest allowed value.
Manual Correction Tool
If you'd like to manually run a Scene Change Validation check, you can utilise the Autocorrection Tool.
Find this under Titles/Autocorrection Tool, then select Scene Changes.
Once you select 'Apply', Meta will fix all Subtitles to ensure they are within the applied Scene Change Validation settings.
